EmptyBuilderModifier

public class EmptyBuilderModifier extends BuilderModifierA singleton null-object implementation of BuilderModifier. Used when a "Modify" block is absent or empty. isEmpty() returns true, exportedStateCount() returns 0, and applyComponentStateMap/popComponentStateMap throw UnsupportedOperationException.
